Requested Agenda Item Description: Salt Lake County Emergency Management seeks the promulgation of the 2023 Comprehensive Emergency Management Plan. The Comprehensive Emergency Management Plan (CEMP) needs to be promulgated in order to ensure that all relevant personnel and stakeholders are aware of the plan and understand their roles and responsibilities during an emergency. The promulgation process involves distributing the plan to all individuals and organizations that may be involved in emergency response, including government agencies, emergency responders, healthcare, and private sector organizations. Operating under a formally adopted CEMP will ensure Salt Lake County is in compliance with federal and state laws, ensuring eligibility for federal assistance under a disaster declaration.

Promulgating the CEMP helps ensure that everyone involved in emergency response is on the same page and understands the procedures that need to be followed in the event of an emergency. It also helps identify potential gaps or deficiencies in the plan that must be addressed before an emergency occurs. By making the CEMP widely available and regularly reviewing and updating it, emergency management personnel can maintain a high level of preparedness and ensure that they are able to respond effectively to any emergency that may occur.

The Steering Committee recommends the County Council consider approval.
