Requested Agenda Item Description: Parks & Recreation is requesting $1.5 million for the amendment of soil, laying of sod, and replanting of dead trees and shrubs at Bingham Creek Regional Park. This is an exigent request as receipt of the needed funding will directly impact when we are able to open the park to the public.

During the planning and design of the park, soil testing was performed, and it was determined that turf seed would be used as part of the landscaping process. The planting of trees, shrubs, and turf seed have been ongoing throughout the summer months with the expected germination and growth in seeding and plantings not occurring. Testing to evaluate the lack of growth revealed that the secondary water is not of great quality, it comes from the Jordan River and has very high salinity. Several universities have looked at the issue and do not recommend trying to grow grass from seed, and instead recommend amending the soil and laying sod.

Parks and Recreation estimates the need at $1,161,000 to treat the soil and lay the sod. We have added to the request $116,100 for soil and sod contingency, and $222,900 to replace the trees and shrubs that have been damaged beyond recovery by the secondary water. This request is funded via a fund balance transfer from the TRCC fund.
