Budget Adjustment: The Library Requests a Fund Transfer Between Capital Projects

Requested Agenda Item Description: Transfer $62,800 from the "Sandy fire suppression system" capital project to the "Whitmore roof membrane replacement" project.
The updated quote for the Whitmore project came in higher than budgeted. Sandy's bid also came in higher. The Whitmore roof is a higher priority, so we are requesting a funds transfer. The Sandy fire suppression project will be delayed until a future year.
Additionally, the Whitmore flashing capital project (LIBWHIMETALROOF) is being combined with the Whitmore roof membrane replacement project as they are both related to the same work.
