Budget Adjustment: Office of Regional Development’s Request for $6,283,613 in ARPA Funding for the Workforce Inclusion and Successful Employment (WISE) Program

Requested Agenda Item Description: The Workforce Inclusion and Successful Employment (WISE) Program funds non-County organizations that help lower-income communities get higher-paying jobs. WISE pays for training institutions to provide resource navigation, outreach, advising, career coaching, and mental health counseling. It also pays for community-based organizations to provide holistic support that connects people to jobs. The goal of WISE is to demonstrate a positive net tax impact, where program expenses are offset by increased tax revenue and decreased benefits expenses.
The Salt Lake County Council approved $10m in American Rescue Plan Act funding for WISE on April 5. That amount will fund WISE through 2026. This budget adjustment recognizes the necessary funding for 2022.
