Update Regarding Federal Highway Administration, Central Federal Lands Highway Division, Federal Lands Access Program (FLAP) Grant


Description: Salt Lake County applied for a Federal Lands Access Program (FLAP) Grant in January 2020 for improvements in Mill Creek Canyon. After a competitive selection process, we have been notified that the County has been shortlisted for the grant which means that unless Salt Lake County, the City of Millcreek, the US Forest Service, and the Federal Highway Administration (FHWA) Central Federal Lands Highway Division cannot agree on a scope of work, we have been successful in being selected to receive the $12M grant. The purpose of the FLAP grant is to help Salt Lake County improve transportation facilities that provide access to, are adjacent to, or are located within the Federal Lands of Millcreek Canyon. The project partners are Salt Lake County, the US Forest Service, and the City of Millcreek. The next step in the process after the Council's action today is for the Federal Highway Administration Central Federal Lands Highway Division to complete a scoping visit in summer of 2020 to review the proposed projects submitted as part of the application and develop a scope and cost estimate in preparation of receiving funding. Currently, we are required to remit by August 1, 2020 a non-refundable scoping fee of $10,000 towards the $50,000 that FHWA is providing towards the effort. The County has identified the source of the $10,000; $6,500 from the Mill Creek Canyon fee booth collections; $2,000 from the City of Millcreek and $1,500 from Friends Interested in Dogs and Open Space (FIDOS).
