Changes to policies 7010 “Procurement” and 7030 “request for Proposals (RFP)” to address Small, Women-Owned, or Minority-Owned Emerging Businesses

Description:  These changes to policies 7010 and 7030 add a preference to the procurement policies for Salt Lake County.  After the county had to eliminate the local preference in response to federal guidance, the council asked us to explore a small, women-owned, and minority-owned business preference to replace the local preference.  Federal guidance encourages entities to make efforts to attract and contract with small, women-owned or minority-owned emerging business enterprises.  We have replaced the local preference with a small, women-owned or minority-owned emerging business preference for Salt Lake County procurements.  These changes have been approved by the Steering committee and have been drafted and approved as to form by the attorney and are now ready for council review and adoption
