Budget Adjustment: The Unified Fire Authority has given back $79,730 underspent budget to Emergency Services. This adjustment is to utilize that money to pay for Haggerty Consulting for their support in developing a comprehensive Continuity of Operations (COOP) plans for the Health Department.

Requested Agenda Item Description: In 2021, SLCO Emergency Management and Unified Fire Authority contracted with Haggerty consulting to support and strengthen the readiness of Salt Lake County's Continuity of Operations (COOP) plans for all departments, including department-specific needs and national best practices. As the SLCo Health Department began the process, the unique needs of the HD regarding the scale and complexity of a COOP plan became apparent.

The Health Department plays a unique role in an emergency because they are required to maintain essential services while providing response assistance in most disaster scenarios. All four divisions within the department and the Executive Director's Office could be simultaneously called on to help in an emergency. Because each division has its own systems and processes and will have a different role to play in an emergency response depending on the type of incident, each division requires an individual COOP plan to address these unique circumstances, which will then roll up into a comprehensive COOP plan for the entire Health Department.
