Requested Agenda Title:

Legislative Intent Directing Council Staff, County Administration and District Attorney to Prioritize Updating the Contracts and Procurement Ordinance and Associated Policy.

 

 

Requested Agenda Item Description: At the last Council meeting, 6/11/2024, the Council adopted an amendment to the Contracts and Procurement Ordinance that allows the Purchasing Agent, in consultation with the District Attorney, to make an exception to the amendment policy allowing amendments to be accepted electronically under certain circumstances.  The terms of this amendment were approved after extensive discussion with Council Staff, procurement, IT and other stakeholders.  It was agreed that this amendment was a stop gap measure to allow staff to proceed to acquire services using these types of amendments, but that what was really needed was a complete update of the procurement and contracting ordinance and related policies. 

 

The Council previously directed Mitch Park, Council Legal Counsel, to begin revising outdated ordinances and policies.  This legislative intent directs Mitch to prioritize the procurement and contracting ordinance and related policies.
