Budget Adjustment: Flood Control's Request for $12,300,000 for the Surplus Canal Rehab Capital Project

Requested Agenda Item Description: This project will be funded by a fund transfer from the General Fund. This work is deemed necessary by both the USACE and FEMA in order to ensure the proper function of the levee system and protect the safety of the canal and residents. Maintaining proper federal accreditation is essential to SLCo in order to: protect critical County infrastructure, maintain the physical safety of citizens who live in and frequent SLCo, and to prevent additional economic hardships on citizens of SLCo. Failure to certify the levee through FEMA would result in severe economic impact as thousands of residents would be required to pay thousands of dollars annually in flood insurance and jeopardize Salt Lake City International airport federal funding. This levee system provides protection to a total population of 66,580 and approximately $8.2 billion in property value. Documented agreements between Salt Lake County and the USACE indicate that the County was to acquire property within the levee right-of-way. Failure to acquire the property has resulted in many violations being placed by current property owners. This work is deemed necessary in order to own, operate, and maintain the levee in a manner acceptable to the USACE. Flood Control will purchase property within the levee right-of-way in order to remove unacceptable encroachment violations and to meet USACE ownership requirements, and restore the levee to its original condition.
