Requested Agenda Item Description: The U.S. Forest Service requests a new capital project for the Millcreek Canyon Pipeline Trail Reroute at Elbow Fork.


This project involves the construction of a new pedestrian bridge, a connector trail to the new Pipeline Trail alignment, and a crosswalk across Mill Creek Canyon Road. The U.S. Forest Service approved revenue from the Millcreek Canyon toll booth to be used for this project. ORD has also secured a Utah Outdoor Recreation Grant for this project.

The Pipeline Trail Reroute at Elbow Fork is a critical infrastructure project aimed at enhancing safety and improving user experience in Millcreek Canyon. Parks and Recreation, in collaboration with ORD and the U.S. Forest Service, is leading this effort to reconfigure and construct a new trail segment that will connect the Pipeline Trail at the Elbow Fork Trailhead. The new bridge and road crosswalk are essential for reducing congestion and ensuring the safety of trail users. This reroute is particularly timely as

it anticipates and addresses potential user experience challenges during the scheduled Federal Lands Access Program (FLAP) road construction. This project allows construction access to the FLAP project.

No new County dollars are requested.
