On September 28, 2021, Salt Lake County Council Resolution 5899 confirmed Salt Lake County's commitment to the Mill Creek Canyon Road Improvement Project under the Federal Land Access Program (FLAP), with an initial project match contribution of $4,176,200 to the Federal Highway Administration-Central Federal Lands Highway Division ("FHWA-CFLHD"). Subsequently, on June 4, 2024, the Council passed Resolution 6205, which authorized an additional project match of $3,863,800 to account for design changes made to the project based on feedback received during the public comment phase of the project. Included in the project match was a $750,000 fund transfer SLCo received from Rocky Mountain Power for utility enhancements in Millcreek Canyon. A proposed SLCo project match of $1,698,200 was requested after the Federal Highways Administration received quotes for the improvements to the Upper Millcreek Canyon Project that exceeded earlier cost projections for construction. Included is an additional fund transfer of $92,000 SLCo received from Rocky Mountain Power for additional utility work in the canyon.
