DA Budget Adjustment, Requesting Funds be Moved from ARPA Personnel Underspend to Operations for the Purchase of Laptops and Other IT Equipment

Requested Agenda Item Description: The DA’s office is requesting the Council move ARPA personnel underspend to purchase ARPA eligible IT equipment. Our request would utilize $350,000 to purchase the following equipment: Laptops, Monitors, Webcams.
• Laptops
o We currently have 30 vacant positions. As those positions are filled, we do not currently have a laptop available to assign to the person filling the position.
o We have 52 laptops whose warranty has already expired pre-2022 and need to be replaced. Our practice is to replace laptops after the expiration of their warranty. We have found that attempting to extend this replacement practice leads to lost time for our employees, additional work for our support staff and that the costs associated with repairing a laptop usually outweigh the cost of replacement
o We have 3 laptops that need replaced in 2022.
o We have 65 laptops with a warranty that will expire between January and April of 2023. We are finding that it can take anywhere from 4-8 months to receive laptops after they are ordered. We cannot order laptops without appropriated funds. Ordering these laptops now means they should arrive about the same time as other laptops are ready to be replaced due to the expiration of their warranty.
o Each computer costs approximately $2,000.00. If we are able to use ARPA funds, we would order 150 laptops at an approximate cost of $300,000.00.
• Monitors
o We have 591 monitors that are 4 years old or older. They need replacing for a variety of reasons: flickering, not working at all, lines across the screen.
o Monitors can take up to 6 months to receive so we need to have monitors on hand for replacements.
o Many times you can’t just replace one monitor. If one monitor is having issues and both were old (2 monitor desks), and you replace just the one, if the older monitor is yellowed or a different size, this causes employees to have headaches so we replace both as a pair and repurpose the older one with another older one if we can or provide for temps or law clerks.
o Each monitor costs approximately $250. If we are able to use ARPA funds, we would order 150 monitors at an approximate cost of $37,500.
• Webcams
o We have 177 webcams currently- this was not one for every employee
o Webcams do not have a warranty (we bought the cheaper $30 ones instead of the over $100 ones that had a warranty) and the ones we have were purchased in 2020. They are starting to have problems and will need replacing.
o Typically we can get webcams pretty quick from Amazon but we can usually only order 5-10 at a time.
o Each webcam costs approximately $30. If we are able to use ARPA funds, we would order 150 webcams at an approximate cost of $4,500.
