Budget Adjustment: The Sheriff’s Office Requests 36.0 FTEs to Support the Opening of the 3rd Pod at Oxbow Jail. The One-Time Cost to Prepare the Pod Is $250,000, With Ongoing Costs of Approximately $6.5M Annually
Requested Agenda Item Description: The Sheriff's Office (SO) is requesting 36 FTE's to support the opening of the 3rd pod at Oxbow. During a Council meeting on Feb 11, the Council approved a retail tax option to support the opening of the 3rd pod which includes the operation of an additional 184 beds. This request is for 4 FTEs to be available starting April 1st (a Lieutenant II, a Sergeant II, a Judicial Processing Specialist, and a Construction & Maintenance Specialist I) to assist in setting up the 3rd Pod. The remaining 32 Deputy II FTEs are expected to start around May 1st for a June academy. All FTE budgets have been prorated for 2025.
In addition to FTEs, the SO is requesting $250K in one-time and $1.9M in on-going operating budgets to support the opening and continued operations of the 3rd pod. Due to the need for additional bed space at the Adult Detention Center, the contract with the State Hospital has been terminated effective 6/1. The expected revenue loss of $1.4M is also reflected in the request split between 2025 & 2026.
