Requested Agenda Item Description: On January 28, 2025, the Salt Lake County Council approved $1,698,200 in matching funds for the Federal Highway Administration Upper Mill Creek Canyon Road Improvement Project Federal Land Access Program (FLAP) Project. Funds for the match come from:
1. 2024 Office of Outdoor Recreation Grant of $750,000, $187,500 of which was already included in the 2025 Budget.
2. 2025 Utah Office of Outdoor Recreation Grant of $500,000,
3. HB 420 2015 Transportation Program Fund balance $356,200 which is already in the 2025 Budget.
4. An additional amount of $92,000 passing through from Rocky Mountain Power to the Federal Highway Administration for their associated trenching project that will be included in the Upper Mill Creek Canyon Road improvement Project.

This budget adjustment 1) Adds the $1,250,000 in 2024 and 2025 UOR Grants less the $187,500 previously included in the budget and 2) Adds the additional $92,000 passing through from Rocky Mountain Power to Federal Highway Administration.
